Spanish Chamber of Deputies trusts Tedial technology.
The framework of the current parliamentary activity of the Spanish Chamber of Deputies is characterized by many continuous changes at its context and by the capability needed for adapting to them, highlighting the relevant features of the present society and noticing the key questions in order to get an efficient service aimed to the needs and expectations of internal and external users, specially the deputies.
In this regard, the Modernization Plan was born as an initiative by consensus of the Presidency and the Bureau of the Congress of Deputies, led by a committee thereof, according to the different Parliamentary Groups.
TEDIAL has participated in the Plan for Modernization providing technology for the digitalization of audio-visual archive, including the publication of the institutional TV signal through the Internet.
TEDIAL technology is integrated with the management system ARGO, providing direct access to the electronic audiovisual archive of Congress. It also contributes to improve the Internet publication and to increase to several simultaneous channels to permit the broadcasting of concurrent parliamentary sessions.
The present installation has two major systems of TEDIAL, covering parallel needs: On the one hand, recording, archiving and management of parliamentary sessions, and on the other hand, monitoring and following up the parliamentary affairs.
The system of recording, archiving and management of parliamentary sessions allows to record up to five sessions in parallel and simultaneously, and at the same time, it makes possible live broadcasting and the publication on Internet.
The signal received comes from the chambers where sessions are carried out (plenary sessions, commissions and other parliamentary meetings) and the system allows live cataloguing, that means that at the same time that digitalization and the internet publication is being carried out, the cataloguing user can pause and rewind video, which is being generated, to correct mistakes while recording.
In this case, TEDIAL technology is integrated with ARGO, the Chamber of Deputies data base, that allows the user to catalogue easily and in a visual way, just clicking on the agenda information selected for recording.
During the recording, four different digital formats are generated:
-DV25 with MXF capsule
-MPEG2, 8MBps for DVD copies
-Windows Media Video, 700Kbps, as navigation copy or proxy copy
-Windows Media Video, low quality for Internet publishing
That is how the system permits a fast generation of copies for broadcast, DVDs and Internet. The system is error-tolerant and has a highly available content data base.
Tracking System for the parliamentary affairs.
The Chamber needs a tracking tool to analyse the information broadcasted by the media and which is relevant for the institution. To that end, TEDIAL has implanted a system that allows to program, record, storage and browse 10 TV and radio signals in WMV (700Mbps) format.
Programming the recordings is very easy and visual, so the system is robust, facing conflicts and errors in the resources programming.
The monitoring system, developed and installed by TEDIAL for the Chamber of Deputies, is integrated with the archive system (TARSYS) so contents are transferred, saved and browsed, getting access to the main archive.
The searching and downloading of contents do not require any additional software installation and it is able to be done through the web navigator.
